Holland particulars
Holland's electric service differs from most of the state. The state's utility service-area map shows the Holland Board of Public Works, a municipal utility, at eight of the nine points we checked, with Consumers Energy overlapping it at the ninth. Confirm by address before you assume any utility program applies to you. The Board's EV charger and other rebates are outside what we researched, and the DTE and Consumers programs we track belong to those companies' customers.
Under the Statewide Jurisdiction List, revised Oct 6, 2026, Holland has its own local electrical program, so your permit application goes to the city rather than the state or the county. Ask City Hall which desk handles the electrical application. Housing shapes the work: 63.6 percent of homes were built before 1980, and the median home value is $235,800. For the Grand Rapids-Kentwood metro, which includes Ottawa County, BLS (May 2025) shows electricians at a mean of $31.86 an hour and a median of $29.92.
That is pay, so ask each company what it charges. Jenison is 16.6 miles away and Allendale 16.7. For a second set of eyes on a house, start with electrical inspection.
Panel upgrade in Holland: what to know
On the sampled map the Holland Board of Public Works, a municipal utility, serves eight of nine points, with Consumers overlapping at the ninth. Check by address which utility reads your meter. The Board's service-upgrade steps and a Holland permit office are both unresearched, so ask City Hall and the utility on your bill what each requires.
Holland has its own local electrical program on the Statewide Jurisdiction List, which means the city issues and inspects. Consumers' rule of at least 100 amps on an upgraded older 60-amp service applies only to its own customers. Housing is 63.6 percent pre-1980, so the age of your own panel depends on the individual house. The job figure is a modeled Michigan estimate, and we can cite no Holland electrician's published panel price.
Permits for panel upgrade in Holland
No state page says in so many words that a panel upgrade needs a permit.
Many cities run their own building department, so start by asking the City of Holland building department who issues electrical permits.
Panel problems that need action now
- Smoke, a burning smell or sparks at the panel: leave and call 911.
- Water in or around the panel: stay out of it.
- A storm has torn or scorched the meter socket or mast.
- A breaker that trips once under load and then holds.
What to gather before you call
Try this first: find the utility's name on your latest bill, because the permit and meter questions depend on whether it is the Board or Consumers.
- Photograph the panel label with the cover on, and the meter from a few feet back.
- Note which circuits trip.
- List what you plan to add, such as a charger or heat pump.
- Do not open the panel or touch wiring.
What panel upgrade costs
The estimate below is the Michigan-wide one, adjusted for Michigan wages and not for Holland in particular. The same table is on the panel upgrade page. How we estimate costs. Prices as of Oct 19, 2026.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $1,450 to $2,250 per job | Built from 2 national published ranges, adjusted by the Michigan electrician wage ratio (1.03) plus a typical permit fee ($97). |
| Electrician wage, Michigan mean | $35.50 an hour | What Michigan electricians are paid (BLS, May 2025), not what you are charged. |
| State permit, service through 200 A | $10, plus a $75 application | Where the state is the enforcing agency. Cities with their own inspectors set their own fees. |
| Grand Rapids permit, service up to 200 A | $17, plus a $52 application | Fee schedule effective July 1, 2026. The city's charge, not the electrician's price. |
| Ann Arbor permit, service panels up to 400 A | $45 | From a sheet effective January 2020. Check with your city. |
How we estimate costs: the Estimated range row is a model, not a quote. It takes 2 published national ranges for this job (cost guides from third-party sites that we have not verified and do not cite) and multiplies them by Michigan's electrician wage ratio to the US (1.03, BLS May 2025) and adds a typical permit fee ($97). The wage and permit rows below are what electricians are paid and what the enforcing agency charges, and neither is a price. We have not collected quotes, and too few Michigan electrical companies publish a price we could count to show a range. Full method.
Questions about panel upgrade
Can a homeowner upgrade their own electrical panel in Michigan?
Only an owner-occupant of a single family home, and a permit and inspection still apply. The exemption in MCL 339.5737(3)(g) does not reach the utility's side.
Does a panel upgrade need a permit in Michigan?
It reads that way, so ask your city's electrical office to confirm. A panel replacement is not on the permit-free list, and the enforcing agency must approve service equipment before the meter is energized.
How much does a panel upgrade cost in Michigan?
Our estimate is $1,450 to $2,250 per job, with a typical permit fee of $97 included. It is modeled from national published cost ranges and adjusted for Michigan electrician wages, so use it to check a written quote and not as one. The table lists permit fees, which are the state's or a city's, and a wage.
